November 20 Date Set for Bahrainis to Vote in Embassies, Consulates and Diplomatic Missions Abroad

Bahrain Mirror: Bahraini Justice Minister Khalid bin Ali Al Khalifa issued a edict on the Bahrainis' vote abroad, stating that ballot boxes are to open to residents abroad on November 20, 2018.

Edict No. 94 of 2018 stipulates that "a polling and counting committee shall be established for the election of the members of the House of Representatives in each embassy, ​​consulate or diplomatic mission of Bahrain abroad, headed by the Ambassador, the Consul General or the Head of the Diplomatic Mission, in addition to two official members at the Embassy, ​​Consulate or Diplomatic Mission, one of which holding the secretariat of the Committee."

Each committee shall directly conduct the balloting and counting of votes in the country of the embassy, ​​consulate or diplomatic mission on the election of members of the House of Representatives.

Article 2 states that "the committees referred to in the preceding article shall take into account a number of procedures: 1. Conducting the elections in embassies, consulates and diplomatic missions on Tuesday, 20/11/2018. In cases of re-election, the elections shall take place on Tuesday 27/11/2018. The voting starts from 8 am to 8 pm, depending on the local time of the city where the embassy, ​​consulate or diplomatic mission is located.

2. Voting and counting procedures:
A- The identity of the voter shall be verified through the passport or any official certified document and verification of the electoral district in which the voter is registered, and that he/she didn't cast their ballot. The voter table shall be marked manually or electronically indicating the voter cast the vote or any other means indicating the casting of the vote, approved by the Chairman of the Supreme Committee for the General Supervision of the Safety of the Election of Members of the House of Representatives.

B- After the counting process is completed, a report shall be prepared, including the number of votes cast, the number of valid and invalid votes, the votes gained by each candidate in the electoral district and the committee's decisions. The minutes of the counting shall be signed by the chairman and the chairperson of the committee and its secretariat. The minutes, votes cast, revealed data of all those who cast their votes are placed in a sealed envelope.

C- The envelope referred to shall be sent to the Supreme Committee for the General Supervision of the Safety of the Election of Members of the House of Representatives, as well as a copy of its content by e-mail or fax immediately.

D- A person who has not voted at the embassy, ​​consulate or diplomatic mission shall be entitled to vote before the competent committee in his constituency if he is present in Bahrain on election day.
